Creation
 
Originally, what is now Poblacion I, II and III was called "Sawang" in Tagbilaran during the mayorship of the late Venancio Inting, when Tagbilaran became a city. It was only during the term of Mayor Jose Ma. Rocha when the 1st, 2nd and 3rd districts were officially called Poblacion I, II and III, respectively.

 
 

Commerce & Trade
 

It is here where the largest business establishments in the city are located like the Alturas Supermarket and BQ Mall; MetroCentre Hotel, and most of the city's banks.
 
The province's only two universities are located in Poblacion II: the University of Bohol and the Holy Name University; aside from other major schools like PMI-Bohol, Bohol Institute of Technology, CVSCAFT-Tagbilaran Campus, and  Systems Technology Institute (STI-Bohol).
 
The barangay is also the center of political power in the province since the Provincial Capitol and the City Hall are located here. Other major edifices include the old Agora Market, the Provincial Hospital (which is now called the Celestino Gallares Memorial Hospital), the Our Lady of Lourdes Church, and the Tagbilaran City Tourist Port.
